Brazil Introduces Consumer Mediation Platform for Betting Sector

While Brazil continues to move forward with the regulation of online gaming and sports betting, the Federal Government is not merely taking an active role in making consumer protection a cornerstone. Among the actions in that direction was the one of May 21, when the Ministry of Justice and Public Security (MJSP), through its National Consumer Secretariat (Senacon), and the Ministry of Finance, through the Secretariat of Prizes and Betting (SPA), held a webinar to make the Consumidor.gov.br platform known to the betting market.

This mechanism, previously used in other areas of the economy, will now serve as an official tool of conflict resolution among consumers and betting companies, particularly in a market that further evolves at a very high speed.

A Responsible Market Begins with Consumer Protection

In opening the event, Vitor Hugo do Amaral, Department for Consumer Protection and Defense (DPDC) Director, emphasized the importance of placing consumers at the center of Brazil’s new regulated betting market.

Creating a responsible betting market necessarily entails strengthening consumer protection tools. The Consumidor.gov.br platform stands here strategically,Amaral stated.

The project reflects Brazil’s increasing fascination with offering a safe, fair, and open climate as sports betting and iGaming continue to become part of the economy in the country. The portal will help manage the rising number of consumer interactions and potential disputes in a more improved and efficient way.

Holding Operators Accountable

Carolina Yumi, Deputy Secretary of the SPA, spoke about the position of doing business in a regulated environment. Not being legal is only one aspect of being a good gaming operator, she explained: “It is essential that companies offer efficient, resolutive, and transparent channels of service so that the betting situation is not just legally safe, but also decent, moral, and compliant with Brazilian consumer rights,” she explained.

This is a new path for Brazil’s regulatory culture: not just must betting operators provide tax and licencing payment, but they must also provide evidence of overt measures in the fields of customer service, ethics, and player protection.

How the Platform Works

The Senacon and SPA experts during the webinar conducted a step-by-step walkthrough of how the platform operates. The platform allows the bettors to report complaints directly on the platform, where the companies should respond within a specified timeframe.

Aside from being a complaint channel, the platform provides information-based analysis. Alexandre Shiozaki, National Consumer Information System’s General Coordinator, noted that the platform facilitates the use of metrics and public indicators to track company performance, detect patterns of misconduct, and feed back into improvements.

Consumidor.gov.br is not just an outlet for complaints; it’s a management tool. It generates data for monitoring, prevention, and constant improvement in customer service,” clarified Shiozaki.

Monitoring Responsible Gaming Practices

Daniele Cardoso, SPA General Coordinator for Monitoring Responsible Gambling, explained the use of the platform to monitor performance of the betting operators on a continuous basis. “Tracking performance on Consumidor.gov.br allows us to identify behavioral patterns and verify whether practices are aligned with responsible gaming principles and consumer protection,” she explained.

This kind of real-time observation is particularly important in a new and dynamic market like iGaming, where operators’ credibility and customers’ experiences can quickly shift.

Education and Training for All Stakeholders

In addition to consumer mediation and monitoring, the webinar also served as the stage for the launch of an education and training initiative led by the National School for Consumer Protection (ENDC), which is tied to Senacon.

The project will offer tailored training sessions for both companies and consumers in the betting sector. “The goal is to provide knowledge to both sides, strengthening consumer relationships in a market that is still new to many Brazilians,” explained Ana Menezes, Coordinator at ENDC.

By fostering mutual understanding and technical proficiency, the program aims to create a more informed and balanced marketplace.

A Safer, More Transparent Betting Ecosystem

The event ended with a Q&A and interactive forum discussion between participants and authorities, reaffirming the government’s commitment to consumer safety as Brazil’s gambling industry continues to boom.

With the addition of Consumidor.gov.br to the gambling regulatory framework, the Brazilian government is sending a signal that consumer protection is not an afterthought — it’s part of the regulatory model’s foundation. With operators continuing to pour into the Brazilian market, their ability to provide ethical, transparent, and consumer-oriented services can be as big of an issue as the odds they offer.
