Brazil’s Ministry of Health has launched a national campaign to raise awareness of the potential harms associated with online betting, expanding the responsible gambling debate as the country’s regulated market continues to develop. The initiative focuses on prevention, public awareness and access to support mechanisms for users and their families.
The campaign also provides information on treatment and assistance available through the Unified Health System (SUS), including services within Brazil’s Psychosocial Care Network (RAPS). The approach places responsible gambling within a broader public health framework rather than treating it solely as an industry issue.
Consumer Protection Measures Under the Regulated Market
The campaign comes alongside the implementation of Brazil’s regulatory framework for fixed-odds betting, coordinated by the Ministry of Finance’s Secretariat of Prizes and Betting (SPA). Licensed operators are required to implement a range of consumer protection measures designed to help users manage their gambling activity.
These measures include deposit and loss limits, self-exclusion tools, identity verification and monitoring systems designed to identify potentially risky behavior. Users also have access to support channels intended to provide assistance when needed.
Tiago Grecco Marques, CMO of LBBR Group, which operates Luck.bet, 1PRA1 and Start Bet, said: “We view the Ministry of Health’s initiative as an essential step toward the sector’s maturity. Sustainable growth depends on combining entertainment with consumer protection.
We invest in protection tools and gaming limits because transparency is fundamental. Supporting public campaigns reinforces the fact that responsible gaming is essential to building a relationship of trust with the public,” he stated.
Experts Highlight the Role of Information
Cristiano Costa, psychologist and Director of Knowledge at EBAC, said that information and regulation can contribute to a more responsible relationship with betting. He highlighted the importance of setting limits and understanding the tools available to consumers. “The campaign reinforces the message of setting time and budget limits, extending to extreme measures such as self-exclusion.
Furthermore, it fosters an understanding that betting should be viewed as entertainment involving risk—rather than a source of income—and awareness of available self-care mechanisms strengthens consumer trust in the activity.”
Costa also emphasized the role of mental health in the broader discussion surrounding betting: “The debate about mental health needs to be the beginning, middle and end of the discussion about betting. Regulation has introduced unprecedented mechanisms that increase awareness of risky behavior and reinforce the importance of prevention.
It has also introduced practical tools that can help users maintain a more balanced relationship with betting, including financial limits, self-exclusion and behavioral monitoring. The greater the knowledge of these tools, the greater the chances that betting will remain within its purpose of entertainment.”
Responsible Gambling as a Shared Responsibility
The participation of public authorities adds another dimension to the responsible gambling debate. While operators remain responsible for implementing regulatory safeguards, the campaign places prevention and awareness within a broader network involving government, consumers, healthcare services and the industry.

When a government agency conveys this information to the public, it broadens the reach of awareness and reinforces the idea that preventing risky behavior is a shared responsibility among public authorities, operators, and society.”
