Between 29 September and 1 October, Brasília will host the First National Technical Meeting on Combating Sports Match-Fixing, at the auditorium of the Ministry of Sports. It is promoted by the Interministerial Working Group, Ministries of Sports, Finance, Justice, and Public Security, with technical support from the Federal Police, in association with the United Nations Office on Drugs and Crime (UNODC).
The operation is a major landmark for Brazil and seeks to tackle illegal enterprises linked with sports manipulation and unlawful betting. Its main aim is to enhance cooperation among public powers and foster the development of the National Policy for Combating Match-Fixing, ensuring enhanced safety, transparency, and confidence in the sporting context.
Capacity Building for Law Enforcement
Among the program’s basic elements is training 54 specialized officers, the Civil Police, and the Federal Police from each state and from the Federal District. This process entails technical lectures, familiarization with investigative equipment, and training in best practices on how to spot and deal with cases of match-fixing.
The delegates will participate in technical workshops, debates, and practice exercises on investigative techniques, intelligence gathering, analysis of information, and application of innovative technologies for the detection of suspicious betting patterns. The event is designed to harmonize practices, build interstate cooperation, and improve collective efforts by law enforcement agencies.
Inauguration of the National Manual on Match-Fixing
One of the event highlights will be the launch of the Manual for Combating Sports Match-Fixing, a comprehensive manual outlining preventive and repressive measures. The manual combines methodological knowledge, providing clear practical frameworks for law enforcement and regulatory authorities.
By providing clear guidelines, the manual is intended to coordinate the state response to sport fraud, offering an integrated approach so as to accelerate investigations and increase deterrence.
International Cooperation and Exchange
The conference is also a demonstration of Brazil’s dedication to the best international practices. National and international specialists will share experience in controlling sports betting operations, risk assessment, and coordination of investigation activities among agencies.
This collaboration with UNODC gives the effort credibility and technical assistance, positioning international standards for risk management, anti-corruption activities, and fighting illegal financial flows based on sports betting.
A Unified Government Response
The Interministerial Working Group established through Ordinance No. 01, August 25, 2025, integrates all the key federal agencies in charge, including the Ministry of Sports (MEsp), the Ministry of Justice and Public Security, the Ministry of Finance, and the Federal Police. The integrated configuration is in line with the state’s focus on combating manipulation of sporting outcomes, not only as a technical issue but also as a cultural issue that undermines equity and competition confidence.
Through the involvement of several ministries and the Federal Police, the government ensures that match-fixing is being addressed in multiple approaches: legal, regulatory, investigative, and pedagogical.
Toward a Safer Sports Environment
The session reaffirms the commitment of the Federal Government towards fostering a sporting culture founded on integrity, fairness, and transparency. By investing in training, equipment, and partnerships, Brazil aims to give players, clubs, spectators, and the regulated gambling industry more assurance that games are being protected from manipulation and criminal interference.
Through this initiative, Brazil takes an important step toward the harmonization of public policies for the prevention and combat of match-fixing and to improve the image of sports and society’s confidence.
