The Bolivian Gaming Authority (Autoridad de Fiscalización del Juego – AJ) has taken decisive action against virtual illegal bingos that were being promoted through WhatsApp groups. Following citizen denunciations, the AJ carried out investigations and was able to establish that groups were running unauthorized lotteries with the titles “HOY TE TOCA A TI #1 CON LOS HERMANOS DE LA SUERTE” and “HOY TE TOCA A TI CON RAUL.”
These online bingo activities were being run without the requisite licensing, directly violating Bolivia’s gambling legislation. The discovery again highlights the growing challenge posed by illegal online gambling activity, particularly those exploiting heavily used social messaging networks.
Identifying the Organizers and Sanctions
Through its investigation, the AJ was able to identify the administrators of the online bingo groups. The individuals responsible now have administrative charges against them for promoting illegal gambling. They will also be required to pay a fine of 10,000 UFVs (Unidades de Fomento de Vivienda), a monetary unit in Bolivia used to calculate sanctions and financial payments.

In certain instances of these sessions, there were more than 70 players recorded, making payments through QR codes to be included in the games. Investigators discovered that the operators manipulated the outcome of the draws by tampering with the source code of the bingo software. This not only rendered the games non-random but also subjected players to severe fraud risks. Instead of being random, the outcomes could be artificially influenced by those running the scheme.
