In a major push to standardize player protection, Belgium’s leading online gambling operators have officially renewed and expanded their Duty of Care Charter. The initiative, spearheaded by the Belgian Association of Online Gambling (BAGO), aims to move safety measures from a simple checkbox to a core operational requirement for the country’s regulated market. The charter carries the unified commitment of five major domestic licensees: Ardent, BetFirst, Golden Palace, Napoleon, and Star Casino. Together, these operators are pledging to integrate harm detection and early intervention directly into their daily customer interactions.
Proactive Monitoring and AI Intervention
The shift to real-time monitoring is essential to this revised plan. Licensed operators are implementing advanced, AI-driven technologies instead of waiting for a player to ask for assistance.
- Play Intensity: Rapid increases in wager frequency or amounts.
- Session Duration: Extended periods of play that deviate from a user’s norm.
- Deposit Patterns: Sudden spikes in funding or attempts to override self-imposed limits.
Under the new guidelines, detection must lead to a “graduated intervention model.” This means that as the risk level rises, the operator’s response becomes more direct. This may range from automated safety prompts to direct outreach from trained player protection teams.
Strengthening the Legal Firewall: EPIS and Channelization
A central pillar of the charter is the seamless integration with EPIS (Exclusion of Persons Information System). This national database is Belgium’s primary weapon against problem gambling, allowing players to self-exclude from all legal gambling activities in one step. The signatories have reaffirmed that any exclusion request must be enforceable across their entire digital ecosystem immediately.
However, BAGO has issued a warning: these safety nets only exist within the regulated market. The association noted that as Belgian authorities tighten rules, such as the mandatory €200 weekly deposit cap, illegal offshore operators are becoming more aggressive in their recruitment.
Building a Universal Standard
The charter prioritizes internal governance over technology instruments. Operators must now provide explicit staff training protocols. This will guarantee that everyone, from technical developers to customer service representatives, is aware of their responsibilities under the “Duty of Care.”
Establishing a standard minimal protection baseline is the aim. The industry wants to stop “standard-hopping,” which is when a weak player moves from one site to another with what are thought to be looser regulations, by establishing the requirements. As the Belgian Gambling Commission continues to crack down on noncompliance with record-breaking penalties, this collective strength occurs at a crucial moment.
These five operators are establishing the Belgian market as one of the most closely monitored in the world. This stems from integrating player protection into the very foundation of their companies. The charter sends a strong message to the public and the government. A well-prepared, data-based offense is the greatest defense against gambling harm.
