Argentina’s Senate has called a joint plenary meeting on October 1, 2025, to discuss the regulation of remote gambling and legislation on youth problem gambling. The meeting is calling on the Health, General Legislation, and Justice Committees, reflecting the urgency to finish legislation prior to the current proposal lapsing parliamentary standing.
Plenary Called to Unite Various Projects
Senator Health Committee Chair Lucía Corpacci highlighted the need to speed up debate so the bill approved by the Chamber of Deputies in November 2024 would not expire. In addition to the deputies’ bill, approximately 18 other bills from several political blocs by senators are waiting to be debated. While these proposals vary in scope and subject matter, the plenary hopes to have either a unified report or amendments that can send the legislation back to the lower house for ratification.
Corpacci stressed that the bills were referred to different committees simultaneously, thus causing delays. “With coordination and under the parliamentary secretary’s patronage, we reduced the number of committee assignments, but we cannot move without holding the plenary“, she explained.
Main Provisions of the Chamber of Deputies’ Approved Bill
The approved bill of the Chamber of Deputies has certain provisions that are aimed at regulating online gambling and protecting minors:
- Advertisement Bans: It bans advertisements, sponsorships, and promotions of gambling on the internet, especially on social media, sporting activities, and cultural events.
- Bonuses and Sponsorship Bans: Welcome bonuses and sponsorship of athletes or teams are banned, apart from licensed premises with clear responsible gambling warnings.
- Age Verification: Biometric verification is mandatory to ensure that only adults access gambling websites and exclude minors from gambling.
- Payment Limitations: The law prohibits gambling with credit cards to prevent overspending.
- Responsible Gaming Tools: Websites must provide self-assessment instruments, time-of-use prompts, and free assistance avenues.
- National Self-Exclusion Directory: The RENA allows individuals to opt to exclude themselves from Internet gaming websites.
- Illegal Site Shutdowns: The courts can close down illegal gambling websites, while the Central Bank can suspend financial transactions to such websites.
Implications of the Plenary’s Decision
The plenary session will be critical in determining whether the law moves towards final ratification. If the report is issued successfully, the bill may move forward to formal sanctioning. If the plenary does not move forward, current proposals will lose their parliamentary status, and lawmakers will be forced to start discussions from scratch. The time limit for keeping parliamentary validity lapses on November 30, 2025.
The bill demonstrates Argentina’s commitment to strengthening the regulatory environment for online gambling and addressing the risks associated with youth gambling. Through simplification of legislative actions, the Senate aims to be able to strike a balance between consumer protection, responsible gaming, and combating illegal behavior in such a manner that the legislation is effective and durable.
With various stakeholders such as regulators, legislators, and nongovernmental organizations at play, the subsequent plenary is an imperative juncture in the online gambling regulation direction of Argentina’s future.
