China’s lottery industry registered another month of robust growth in April, with ticket sales climbing 4.1% year-on-year to nearly RMB57.75 billion, or about $8.04 billion. The latest data, released by the Ministry of Finance, highlights the enduring popularity of lottery games across the country and underscores their importance in funding both public welfare and sports initiatives.

Welfare and Sports Lotteries Both on the Rise

Breaking down the April figures, the welfare lottery segment brought in approximately RMB19.2 billion ($2.71 billion), marking a 2.2% increase compared to the same month last year. This growth reflects the ongoing support from Chinese citizens for programs that benefit social welfare, as proceeds from these ticket sales are channeled into projects aimed at improving community well-being.

Meanwhile, the sports lottery segment saw even more impressive gains. Sales supporting China’s sports industry rose by 5.1% year-on-year, reaching RMB38.57 billion ($5.52 billion) in April. The continued enthusiasm for sports-related lotteries not only boosts the industry but also provides essential funding for athletic development and infrastructure nationwide.

Year-to-Date Figures Show Steady Expansion

Looking at the broader picture, the first four months of 2025 have seen total lottery ticket sales across China hit RMB206.34 billion ($29.19 billion), representing a 0.7% increase from the same period last year. This steady upward trend demonstrates the resilience of the lottery sector, even as consumer preferences and economic conditions evolve.

The consistent growth in both welfare and sports lottery sales highlights the dual role the lottery plays in China: as a source of entertainment for millions and as a critical funding mechanism for social and athletic programs. The allocation of lottery proceeds is governed by strict regulations, ensuring that funds are distributed among administrative costs, public welfare projects, and prize payouts.

2024 Sets a New Benchmark for Lottery Performance

The latest figures come on the heels of a record-breaking year for China’s lottery industry. In 2024, total lottery sales soared to RMB623.5 billion ($85.8 billion), the highest level since the national lottery system was introduced in 1984. Sports lottery sales dominated the market, accounting for 66 percent of the total at RMB415.53 billion ($57.68 billion), a 7.9% increase from the previous year. Welfare lottery sales also posted a strong performance, rising 7% year-on-year to RMB207.96 billion ($28.87 billion).

These milestones underscore the growing role of the lottery in China’s economy and its ability to adapt to changing times while maintaining public trust and engagement.

The Role of Lottery Funds in Society

China’s lottery management regulations stipulate that the funds generated from ticket sales are carefully allocated to maximize their impact. Administrative costs are covered first, but a significant portion of the proceeds is dedicated to public welfare projects and sports development, with the remainder set aside for prize payouts.
