As Brazil’s gambling industry arrives at a seminal moment in its regulatory development, the Associação Nacional de Jogos e Loterias (ANJL) is stepping into the global conversation. This week, the group will take part in the XIII Lisbon Forum, the top law conference in Portugal, which brings together Brazil’s and Portugal’s top jurists, policymakers, and entrepreneurs. ANJL President, lawyer Plínio Lemos Jorge, will chair panels on the construction of Brazil’s regulatory infrastructure for the betting industry.
Thursday, July 3, will host the session, “Online Betting and Gambling: Regulatory Issues“, which will focus on examining progress and challenges within the Brazilian gaming industry. It will be accompanied by senior representatives of the Brazilian legal and sporting community, including Luís Otávio Veríssimo, President of Brazil’s Superior Sports Justice Tribunal (STJD), and Michelle Ramalho, Vice-President of the Brazilian Football Confederation (CBF), and members of the Brazilian Institute of Teaching, Development and Research (IDP)’s legal panel.
The State of Regulation
Regulated gambling in Brazil is half a year old. So far, regulators and the sector have taken measures to increase security for operators and players. The measures have already provided increased stability and institutional trust in the industry, Lemos Jorge said. “The Brazilian model of regulation has progressed considerably. The regulations are clearer, enforcement is improving, and good operators are finding space“, he said.
But the situation is not without issues. The most significant issue posed by ANJL is a new Provisional Measure (MP) issued to raise the tax rate on Gross Gaming Revenue (GGR) from 12% to 18%. Lemos Jorge warned that this adjustment, if ratified by the Brazilian Congress, could be dissuasive for investment and retard the growth of the industry. “The tax levy must be competitive if Brazil is to remain attractive to local and international operators“, he said.
A Strategic International Platform
The Lisbon Forum is a valuable opportunity for Brazil’s sports betting elite to engage with an expanded international public. Hosted by the IDP, University of Lisbon Institute of Legal and Political Sciences, and the Getulio Vargas Foundation (FGV), the forum is a very influential legal symposium in the Portuguese-speaking world. The theme for this year, “A Changing World – Law, Democracy, and Sustainability in the Intelligent Era“, features core panels on new technology, economic transformation, and regulatory innovation.
The ANJL’s participation is proof of its dedication to building a safe, responsible, and transparent gaming experience in Brazil. “By taking part in an event this large, we can show how far we’ve come — and how much further we have to go“, Lemos Jorge declared. He indicated the group’s objective to start a conversation both internally and with global regulatory bodies to encourage best practices and regional consistency.

The ANJL was founded in March 2023 and brings together a broad group of operators and service providers to create a vision for a responsible gambling culture in Brazil. Amongst its members are industry leaders such as NSX Brasil, Aposta Ganha Loterias, and Reals Brasil, as well as fintechs and technology partners like Clear Sale and Pagstar.
ANJL’s top priorities are the reinforcement of consumer protection, combating illegal gaming, supporting technological transparency, and ensuring proper reinvestment of tax revenues into public programs like sports, education, and healthcare. Signing up for the Lisbon Forum, ANJL disavows its eagerness to be a regional leader on gaming regulation.
