Algeria iGaming Market Research Report

With a population of more than 45 million, Algeria is North Africa’s largest landlocked country by size and has adopted an Islamic doctrine that has a great influence on how gambling operates. Algeria’s iGaming industry is still in its infancy and is currently very restricted because private casinos and online betting have been illegal since the Penal Code was created after Algeria gained independence. Today, state-operated lotteries are the only legal means of betting within the country, which produce minimal amounts of revenue from the young, technologically savvy population that increasingly accesses the Internet through mobile devices.

One change that was made in 2025 was Law No. 25-10 (the Crypto Currency Ban), which was signed into law on July 24, and prohibits anyone from using any type of cryptocurrency, including Bitcoin and Ethereum. This law has effectively closed a loophole through which Algerians were able to use VPNs to place bets on foreign gambling sites and has added another level of difficulty for the government to block foreign gambling websites. Despite all these restrictions, there remains a thriving illegal market for offshore wagering due in part to the widespread use of smartphones and high disposable incomes of residents in areas such as Algiers.

Market Overview

The iGaming sector in Algeria is highly controlled, as well as limited to state-controlled lotteries and limited sports pools, since private casinos and online betting are not permitted due to strict Islamic laws. There are currently no published figures on the revenue for the legal segment of the market (i.e., Loterie Nationale Algérienne’s monopoly); however, there are still forms of illicit offshore gaming activity that exist via VPNs, despite recent enforcement. Non-gambling, online gaming (e-commerce/e-business) is expected to grow at 9.8% through 2031, indicating a high level of digital demand that is being diverted to illegal games (iGaming).

Market Size & Growth

The size of the formal market is undefined because of state-controlled secrecy. However, Algeria has two revenue-generating options through government-controlled state-run lotteries and the Pari Sportif Algérien (PSA), which allows taxation of all winning bets to be greater than 40% which goes back to the State treasury. Huge, illegal offshore gambling sites like MelBet and Stakes, which are not regulated by any government, are likely to attract between 700,000 and 1.2 million hits from Algerians every month, giving proof that there are vast amounts of money being circulated in unregulated sectors of the Economy.

In terms of Private iGaming, there are no verified player numbers because participation is at such a low volume and culturally low-key. Therefore, growth in the Private iGaming industry, as it relates to Algeria, is stagnated at 0%. However, since over 70% of the population has mobile penetration, the informal iGaming sector has continued to grow, although a ban on the use of cryptocurrencies as of 2025 has closed off the USDT funding loophole.

Offshore estimates indicate that the majority of gamblers in Algeria are male, urban dwellers aged 18-35, who are using their smartphones to leverage their increased disposable income. However, the overall scale of the iGaming market will remain unknown because access to legal sites is severely restricted by government-imposed blocks and the use of VPNs.

Popular Game Types

Government-operated lottery and sports pool services primarily have state-level events for wagering on things like horse racing and do not offer casino-type gambling options. Instead, most people who prefer gambling do so by wagering with foreign service providers on football leagues, while also engaging in electronic gaming, especially electronic machines that are widely available outside of Canada, which adhere to the same overall trend as they adapt with VPNs to offer the same products as foreign markets, only not within Canada.

Individuals in Canada are unlikely to play poker due to religious restrictions and the risk of enforcement. Rather than playing at regulated poker tables, the most significant underground market exists to support individuals wanting to place mobile bets quickly with no regulatory oversight. Poker rooms and tournaments are illegal in Canada.

  • Lotteries: The major form of legal gambling in Canada; includes both instant-win and draw-based lottery games available from the state of Canada through Loterie Nationale.
  • Sports Betting: All state pool wagering by the public under the Pro Soccer Association; most offshore gaming is for soccer.
  • Casino Games: All casino games are illegal in Canada; the vast majority of online illicit casino gaming occurs on foreign websites.
  • Poker: Very little available; cultural taboos against poker are significant.

Player Demographics

Players cluster among urban youth aged 18-34, predominantly male, with tech-savvy profiles in cities like Algiers, seeking discreet mobile access. Preferences emphasize football betting tied to national passion, alongside slots for fast entertainment, bypassing cultural stigma through offshore anonymity.

Gender imbalance favors males at over 80% in shadow markets, with females underrepresented due to social norms. Income levels skew middle-class urbanites, affording data costs, blending iGaming with esports interests in non-betting online gaming.

High smartphone adoption (70%+) drives participation, though inconsistent internet and high costs limit rural or lower-income engagement.

Regulatory Landscape

Gambling in Algeria is prohibited under Articles 165 to 169 of the Penal Code, and limited in scope under Article 222 of the 1984 Family Code and regulated under Islamic law, as most of Algeria (99%) is of the Muslim faith. All forms of gambling (casinos, online betting, and poker) are completely banned, and those operating casinos or providing online betting or poker will be subject to harsh penalties, including imprisonment and confiscation of their property. People who play poker or gamble online are in a legal “gray” area, as law enforcement officers do not focus their efforts on players but instead on the operators of the illegal gambling operations.

Overview of Existing Gambling Regulations

The Algerian Civil Code categorically prohibits all forms of wagering, with exceptions for state-run lotteries, raffles, horse racing, and pari-mutuel sports betting on sanctioned local events. In 2018, the Algerian government prohibited online gambling, and as part of that effort, the government has used various means, including internet censorship of foreign gambling websites and monitoring all use of virtual private networks (VPNs).

Gambling is considered “haram” by the culture of Algeria; therefore, any gambling activities that are allowed by the state will be for the benefit of the people.

  • Prohibitive Types of Betting: Including but not limited to casinos, sports books owned by private individuals, poker rooms, and websites that allow international members.
  • Space for Betting: State-run lotteries and pari-mutuel betting pools.
  • Tools of Implementation (Enforcement Methods): Including site blocking for gambling site ownership, prohibitions on cryptocurrencies, and digital tracking.
  • Tools of Implementation (Enforcement Methods): Including site blocking for gambling site ownership, prohibitions on cryptocurrencies, and digital tracking.
  • State Entities Responsible for Licensing: The Ministry of Interior and Local Authorities (MILA) administer all approvals for licensing of state-run lottery companies (Loterie Nationale) and pari-mutuel betting companies (PSA).

Licensing Requirements and Regulatory Authorities

There is no private licensing process for the licensing of entities providing gambling services; therefore, companies wishing to operate in Algeria must be in compliance with the licensing process within their respective countries and jurisdictions.

Operations are managed through a state-approved process through the PSA (Pari Sportif Algérien) for all betting activity. International companies that want to target Algerians are not able to operate directly in Algeria unless they comply indirectly by being based in another country with an appropriate license and protecting themselves against potential censure by being warned to discontinue their services in Algeria.

Taxation and Compliance Details

Taxation applies exclusively to state operations at 40% on player winnings, withheld at source by PSA and Loterie Nationale, directing funds to charity, sports development, and public welfare. No tax regime covers illegal activities, with compliance enforced through automatic deductions and audits by the Ministry.

Upcoming Legislative Changes

No liberalization appears imminent, as cultural and religious conservatism resists reform despite technological shifts like mobile growth. The July 2025 crypto ban (Law No. 25-10) marks the latest tightening, eliminating USDT and similar loopholes for offshore funding. Discussions on esports within non-gambling online gaming may emerge, but iGaming prohibitions persist, with potential for stricter VPN controls.

Competitive Landscape

In Algeria, the market for iGaming is dominated by the state-owned Lottery and Pari, which hold a monopoly on all regulated iGaming activity in Algeria. No private companies can legally operate within the Algerian borders due to the gambling ban in Algeria. Currently, the Algerian government allows two companies to operate lotteries and sports pools, with Loterie Nationale Algérienne and Pari Sportif Algérien (PSA) owning the vast majority of these businesses. Meanwhile, international offshore gambling operators continue to offer services within Algeria through VPN channels.

Key Market Players

Legal operations in Algeria are completely controlled by local state organizations. Loterie Nationale is responsible for operating all draw-based lottery games and instant-win lotteries, with all revenue being allocated to the public treasury. Additionally, PSA regulates sports betting via limited betting pools for horse races and some other events, which represent cultural restrictions.

International operators, such as MelBet, 1xBet, and Stakes, seek to acquire Algerian customers unlawfully by providing customers with complete access to casinos, football betting, and video slots, utilizing geo-unblocking technologies. These companies are incorporated in Curacao or Malta and remain subject to continued website blocks and limitations on the use of cryptocurrencies.

Local or governmental courts in Algeria consist of:

  • Loterie Nationale Algérienne – Lottery monopoly.
  • Pari Sportif Algérien (PSA) – sports pool operator.

International companies include:

  • MelBet – Has a solid reputation for soccer betting.
  • 1xBet – Provides a multitude of online casino and live dealer opportunities.
  • Stakes – Cryptocurrency-friendly (before the ban).

Market Share Distribution

All the formal offshore gambling markets in Algeria are controlled by state-level monopolies (two of which are betting and gaming companies, and the other two are state-run online casinos). There is no formal competition. There are no formal revenue-sharing agreements for any of these companies, as all of their revenues are retained by the monopolists. All the illegal offshore activity is divided between the most widely used VPNs worldwide for gambling purposes: MelBet and 1xBet. An influx of Arabic bettors and football betting enthusiasts likely resulted in a split of revenue between these two sites. Because of this split and multiple restrictions within Algeria, it is not possible to verify the number of users on these sites.

Partnerships and Strategic Alliances

There are no formal partnerships in Algeria for gambling companies. All state-owned monopolies prohibit private operators from forming joint ventures; therefore, the situation is the same as with state-owned casinos in Algeria. No casino or gambling company in Algeria has any partnerships with a casino operator or joint venture partner. All the illegal gambling operators in Algeria currently attempt to work indirectly with other operators. For example, most offshore companies are working indirectly with Algiers-based companies through their affiliate networks designed to target the Arabic language or Arabic-speaking community, where they generate income for each Arabic language or Arabic-speaking person that they refer to a gambling site.

Player Behavior and Preferences

Patterns among players exhibit risk aversion by engaging in short-term sports betting mainly using VPNs to place wagers on European Leagues, like the Premier League, while also playing casino slot machines to achieve immediate results. Most players prefer a mobile-friendly experience with Arabic language support; they tend not to play poker games that require high levels of skill due to fear of losing numerous times and cultural aversion to long-term loss in the game.

Algeria iGaming Market Research Report

Urban young people prefer participating in live betting while the game is currently being played (i.e., watching the game), and in that way, mixing their social watching experience with a way to bet discreetly. The majority of this type of betting occurs during the evening hours or on weekends, and is restricted in part by data fees and enforcement concerns.

Top Preferences:

  • Football betting (80%+ of illicit activity).
  • Slots and roulette for casual play.
  • Minimal table games or poker.

Payment Methods and Technological Trends

Technological payments and trends have been experiencing rapid change since mid-2020.’s, when the United States Dollar (USD), Tether (USDT), and Bitcoin dominated customer transactions. In July 2023, Law 25-10 created legal prohibitions for making offshore deposits using cryptocurrencies; therefore, customers switched to using electronic wallet services (EWallets) such as Skrill, Neteller, and unverified cards through an intermediary. Moreover, technology has increased the availability of high-speed mobile networks (specifically, 5th Generation Networks – 5G) and application-based Virtual Private Network (VPN) services (i.e., Express VPN). Consequently, digital gaming platforms have expanded their markets and reached new consumers.

Social and Cultural Influences on iGaming

Islam prohibits gambling or gaming (a principle of Islam), and as a result of Islamic-based moral beliefs, Islamic culture encourages secrecy about gambling activities by Muslim society, resulting in low female gambling participation rates (less than 20%) and a lack of public discussions about gambling in Muslim countries. The ability to communicate through electronic social networking platforms, providing tips or guidelines regarding gambling through WhatsApp family and friend groups, to help bridge the “culture gap”. However, many Muslims will also promote moderation and abstinence based on family values.

Increased youth unemployment and increasing interest in esports have increased acceptance of digital gaming (gambling), while most traditional conservative print and media advertisements continue to prohibit SM from engaging in any activity involving gambling.

Opportunities & Challenges

The percentage of growth that new entrants can gain from lobbying for lottery and esports betting is 9.8% for the online gaming CAGR. Barriers for new entrants, however, are high due to excessive regulations that create barriers to established, licensed operations. New entrants will need to gain entry through localized investment in non-gaming content.

Barriers to growth include, but are not limited to, enforcement methods like site blocking and prohibiting the use of cryptocurrency, as well as cultural resistance to gaming and a lack of payment options. Blockchain and other forms of innovation have the risk of being illegal, as well as creating risks for infrastructure development that can create unlawful access to online gaming sites.

  • Regulatory bans are a significant barrier to legitimate market entry.
  • Restrictions on cryptocurrencies will eliminate offshore loopholes for new entrants.
  • Mobile technology is generating interest in the online gaming industry because the hidden demand is enormous.

Conclusion & Recommendations

Due to harsh restrictions upon the entire market, the iGaming sector in Algeria has seen no development and is limited to state-run lotteries, with offshore options being an unpredictable substitute. Important points of consideration include an increase in enforcement actions and an increased interest in underground gaming activities driven by demographics. Operators are advised to follow developments in the future regarding opportunities for regulatory reform and reach out to neighboring countries, such as Tunisia, rather than take a direct approach to Algeria’s market. Investors may want to investigate partnerships centered around lottery technology or create non-gambling applications. Overall, the near future remains highly constrained; however, with prospective digital economy reforms, industry trends could shift significantly after 2030.
