Alberta publishes new iGaming rules as province edges toward a regulated online gambling market

Alberta has moved another step closer to opening a regulated iGaming market, publishing a new set of rules that the province says are designed to make online play safer and squeeze out offshore operators that currently dominate the space.

In a January 14 update, the Government of Alberta said unregulated online gambling is already “widely available” across the province, with survey data suggesting grey-market sites account for roughly 70% of Alberta’s total iGaming activity.

Government moves to curb unregulated and unlicensed online gambling

The province’s pitch is straightforward: the demand already exists, so the priority now is setting guardrails and forcing any serious operator to meet them.

Dale Nally, Alberta’s Minister of Service Alberta and Red Tape Reduction, framed the policy as a consumer protection move first and foremost, urging caution for anyone who doesn’t currently gamble online. “For Albertans who choose not to gamble, the best option is to not start,” Nally said, adding that with unregulated iGaming so prevalent, “it is our responsibility to step in, regulate the market, and hold private providers to the highest standards to protect Albertans, particularly our youth.”

Player protection will double with the new Alberta iGaming rules

The rules Alberta has put on the table focus heavily on player protection tools that will be available at launch of the regulated private market. The province says operators that want to participate will need to build in system-wide self-exclusion and financial and time-based limit tools, rather than treating responsible gambling controls as optional add-ons.

The government also says operators will be required to provide players with gaming activity statements and to intervene when there are signs that someone may be slipping into harmful play.

Advertising restrictions: no athlete-led promotions

Advertising is another major change in the new rules, particularly around youth exposure. Alberta says gambling ads must not target minors, and the new standards also bar the use of professional athletes to promote gambling products.

The province has also positioned the overall approach as a way to protect vulnerable Albertans from aggressive marketing tactics used by offshore sites—an argument that closely mirrors the player-protection messaging regulators have leaned on in other jurisdictions.

PlayAlberta remains the only legal site—for now

Right now, Alberta is still a one-platform regulated market. The government says PlayAlberta is currently the province’s only legal, regulated iGaming site, operated by NeoPollard Interactive under AGLC’s direction.

PlayAlberta generated $275 million in net sales over the past year, up $35 million year-on-year. However, PlayAlberta is estimated to capture only about 23% to 32% of the total market, leaving most activity on unregulated sites.

Ontario is the reference point Alberta keeps citing

Alberta’s argument for opening the door to private operators is simple: the market exists whether government likes it or not, and most of the activity is already happening outside the regulated channel. By creating rules for private operators, Alberta says it can improve protections while also “recover[ing] revenue currently lost to unregulated gambling sites.”

Alberta has repeatedly pointed to Ontario’s shift to a regulated multi-operator market, where channelization has risen sharply since launch, iGaming Ontario has cited a regulated share above 80% in recent reporting.

That’s the outcome Alberta is aiming for, high channelization into regulated sites, while still trying to limit the collateral damage that can come with an expanded legal market.
