Why Greece’s Parnitha casino move is taking longer than expected

What began as a bold plan to move one of Greece’s landmark casinos closer to the capital is turning into a longer wait than anyone expected.

Authorities have pushed back the relocation of Regency Casino Mont Parnes to Maroussi once again, with a new completion date set for May 2028.

A project that keeps shifting

The move was meant to signal a new era for Athens’ northern suburbs.

Operator Mon Parnes is relocating the casino to a new hotel and entertainment complex planned for the Dilaveri estate, opposite the Golden Hall shopping centre. The development, known as Project Voria, carries an investment value of about €300 million and is being led by North Star Entertainment.

Developers originally aimed to finish the project between late 2026 and early 2027. Now, local authorities have granted more time for planning and construction, extending the timeline by roughly two years.

A vision years in the making

For Maroussi, the project is part of a broader effort to reshape the district’s urban identity.

Plans to move the casino from Mount Parnitha to Maroussi first surfaced in 2019. Regency Entertainment proposed a relocation that included a hotel, restaurants, and event spaces. It was expected to cost around €200 million, with completion initially targeted for 2021.

Legal challenges delayed progress for years. In March 2023, Greece’s Council of State approved a Presidential Decree, finally clearing the way for construction. Preliminary work has since started on the new site.

A balancing act between growth and regulation

The delays reflect more than construction setbacks, they reveal the tension between investment ambition and regulatory oversight.

Local authorities are monitoring the project closely to ensure it meets regulations, with environmental and urban planning standards. The regulatory focus echoes wider European concerns, especially as Europe lost €20 billion to illegal gambling sites in 2024, prompting tighter oversight across markets.

The relocation is more than an investment. It is also a test of how Greece integrates gaming and hospitality in fast-changing city zones.

Mon Parnes will keep running the Mount Parnitha site until the new location opens. For now, the mountain casino remains a reminder of where Greece’s gaming history began, even as its future edges closer to the city.

A global context of casino realignment

Greece is not alone in rethinking where and how casinos operate.

In Macau, for example, SJM Resorts has begun restructuring its satellite casinos to comply with the 2022 gaming law, closing seven venues and reassigning staff to meet new standards. Around the world, casino operators are adapting to similar pressures, legal, financial, and cultural, as regulation and redevelopment continue to reshape the sector.

The Parnitha project, like many others, now sits between two timelines: the one investors envisioned, and the one reality allows.

Whether the new site opens on schedule in 2028 will depend not just on construction, but on how smoothly Greece manages the intersection of policy, planning, and investment.
